关于stop from doing的问题

先是一道题.

选哪一个.我看到有人解释stop from doing通常形式是stop sb from doing.如果没有sb.则from可有可无.如果有sb 就一定要有from 么?
还有,这道题里面,没有提到sb,但还是有from 这是为什么?

如果选A，意思是人们必须停下该干的事去砍树啦。
句子要表达停止现在正在做的事情，所以只能用分词结构。
stop sb.from doing sth 是阻止某人做某事。
stop from doing sth 是主动停止正在做的事。

选b from可省略
