This is how i did and it worked:
This is the tools you will need:
1: IMG tool
2: notepad (or any text editor)
how to install:
1: Unzip all the files somewhere to your computer
2: go to your gta vice city directory (most common location is program files/rockstar games/grand theft auto vice city)
3: in the gta vice city directory find the folder named models
4: open the folder and open gta3.img with the IMG tool
5: in the img tool go to commands/add
6: browse to the directory you unziped the files from the zip
7: add all the dff files (hold control to add multiple files ad the same time)
8: add the txd file
9: exit IMG tool and go to vice city directory/data/maps
10: add the col file ide file and ipl file that came with the zip (vcwtc.ipl vcwtc.ide vcwtc.col) to vice city directory/data/maps
11: got to vice city directory/data/ an

10,新增山口档案的IDE文件和强脉冲光(vcwtc.ipl vcwtc.ide vcwtc.col)
在"罪恶都市"directory/data/maps；
11，找到"罪恶都市"directory/data/然后打开gta_vc.dat和其他任何的文字
编辑器（如记事本等等）；
12，添加这些内容到正确的部分在gta_vc.dat这里。
