摘要：国有企业是我国国民经济的支柱，是我国工业企业的主导力量。国有企业的发展壮大是实现我国现代化的需要，是进行经济结构调整的需要，也是应对WTO要求，增强企业竞争力的需要。在竞争中，人力资源，特别是人才资源，是国有企业最重要资源，是国有企业核心竞争力的源泉。面对日益激烈的市场竞争和加入WTO的机遇和挑战，国有企业必须在尽可能短的时间里，加快自身的机制转变，抓紧时间提高人的素质，努力提高企业竞争力和活力，实现可持续发展。本文从研究国有企业人事制度现状入手，深入分析了我国国有企业人力资源管理中的问题并提出相应对策。
