其实，两者是有点区别的。

In answering these questions, he appeared evasive. 作为动词，这里句子后段表述的是回答的态度或动作。

answer这里是名词，构成固定短语in answer to。
如果用answering， 就是动词，就应该用in answering these questions （to要去掉的）

answer这里是名词，in answer to是固定短语，和in reply to一样的意思，但没有后者更常用。
作为回答，我或者点头，或者发出一些奇怪的而模糊的声音。
