Why torture shoud be used to protect a country?

In ancient time, government always torture those prisoners. This habits are followed by the government now days.

Why torture should be used to protect a country? This is because that human are a type of animals that affraid of pain. Torture let them feel the pain and this act as a warning. Beside that, torture may help those that commited crime not to do so again and start a new life.

Torture can be used as a warning item but it should not be use excessively. When it does, the country people will feel not safe to the government. In the beginning, they will protest, but when things continue, war may happen.
