我国农村养老保险资金筹集问题的探讨
摘要：农村养老保险是社会保障制度的一个子系统，随着社会的发展，家庭结构小型化，传统的家庭保障功能弱化；同时，土地的保障功能也在弱化，人口老龄化程度也在日益加深，这使得建立和完善农村社会养老保险变得十分紧迫。第一，建立和完善农村养老保险制度是新农村建设和构建和谐社会的必然要求。第二，传统家庭保障功能和土地保障功能的弱化，要求建立农村养老保险。第三，人口老龄化趋势要求建立农村养老保险。第四，工业反哺农业，建立农村养老保障的时机到来。农村社会养老保险是农村社会保障的核心内容 ,农村社会养老保险制度的构建和完善 ,是实现农村老有所养 ,构建和谐社会的需要。本文依据我国国情对我国农村养老保险制度的现状和农村养老保险资金筹集问题进行分析，论述了筹集农村养老保险资金的渠道，国家只要合理利用多种资金渠道筹集养老保险资金，完全有能力为农民提供最基本的社会保险待遇。
