我觉得应该用B
因为空格应该填写的格，是作为后一个句子的主语。whoever=the person who ...。

A
选A，是give sth to sb，所以不会是C或者D，不能选B是因为句子理解的考虑，
whoever是无论是谁，但是现实中还是要有一个人选的考虑嘛，
