一个关于现在分词被动式和过去分词的问题

为什么不是being introduced?
语法书上说，作条件，让步，伴随状语时，用过去分词不用现在分词被动式。。
过去分词和现在分词被动式到底该怎样区别？

这句话的完全形式应该是
When they were first introduced to the market
这才是一般过去时的被动语态的完整形式
这里省略了they were，主语和谓语
当主句会交代出主语是什么时，从句中经常用这种省略的方式。
所以不用你说的being introduced
