我对此题的思路是:先说“违法/违规”给社会及他人带来的严重危害，再谈如何解决这一问题。
There is no doubt that scofflaw spirit is very dangerous to our society, its effects are horrible: the power of the laws undermined then leads to the demoralization.
It is common that whenever we read, watch or listen to the news, we could find countless bad news related to scofflaw. Sometimes it is not serious, just something that makes us feel disgusting such as spitting on the sidewalk, throwing rubbish away, but it affects the mood of other people and causes unpleasant effects. You can not imagine that what will happen if everyone did such kind of things!
Another kind of scofflaw that usually happens on our campus is cheating. When it becomes popular, students are unwilling to study hard since they can get even higher score than their classmates.
The most dangerous scofflawry could even kill people. Just take running red lights and drunk driving as examples,
