as a boy还有做为一个男孩的意思。
比如
As a boy, he should do more things than girls.
做为一个男孩，他应该做比女孩更多的事。

when he was young.
过去的事了，说明说这话的时候他已经长达了或老了~呵呵

这种语境一般都是在说过去的事情，因此一般常用 when he was a boy 或when he was young 比较贴切一些。

不认为as a boy = when he is a boy

when he is young.

boy年龄比较小 并不代表年轻时期

when he was yong.我觉得用was更好些吧？
