本文以企业的组织结构理论与发展战略为基础，进行了大型国有企业的组织架构的分析与研究。本文在总结了国内大型国有房地产企业L集团企业背景、发展战略及原有组织结构的基础上，参照行业标杆企业，遵循行之有效的组织设计原则，分析并研究了该公司组织结构的现状和存在的问题。通过法人治理结构、职能结构现状及组织有效性现状分析，提出L集团组织结构设计的思路和方法，为 L集团构建更加合理的组织机能并进行部门职责的划分。
本文从中国房地产企业及L集团在业界的主要竞争对手入手，采取“以职能分解为主，以流程梳理为辅”的组织结构设计方法，论证了L集团应继承原有组织扁平化优势，在有利于公司上下信息的迅速传递，有利于公司决策的贯彻执行，同时也保证了高管层合理的管理幅度的前提下，进一步强化专业化管理，分设四个总监，既减轻了总经理的管理负担，又能体现出对市场开发、产品规划和成本控制的专业管理。同时，在原有组织结构的基础上，又增设了投资发展部，加强了房地产市场和宏观环境相结合的研究，有利于把握公司的战略发展方向，逐步完善行业研究、各个开发项目前期分析、以及具体组织项目后评估等工作。另外，为了将工程部的职能主要体现在对工程项目的质量、进度、安全等非经济指标的控制和管理，既体现了管理的专业化，提高专业人才的工作效率，又能避免工程管理人员为经济事务所累，从而增设了工程管理部。
本论文的研究意义在于，在政府对房地产业的市场规范化措施逐渐出台，地根、银根日趋收紧的环境下，L集团面临着从政府依赖型企业向市场导向型企业、从一级地产开发商向房地产综合开发商的战略转型。建立高效、完整的组织结构和现代企业法人治理结构，是L集团实现未来战略的基础。
