答案是C，为什么不能选A啊？
另外这个题目是不是有问题？为什么side是单数但后面be动词却用了are?

不严谨

a/c都可以。因为street(街道)只有两边，而“either(两者中的任何一个)，each [（两者或两者以上）每个]”都符合这个情况。所以用either或each都对！

side是单数，所以不能用BOTH，用both应该是both sides
后面的谓语动词是根据flowers定的

each一般是两个以上，either (两方中的)每一方的；be动词用are是因为后面是flowers.
