1.620 or above in TOFEL score gives you a possibility to apply for a full scholarship
2.Once you are enrolled by Standford, they will mail you an admission for you to apply a Visa.
3.Prepare for the paper work. You can go to American Consulate's website and find the checklist of all the documents required to apply for a I-20 Visa. Start from there.
Actually, It's better for you to look into the checklist first before you started. So you can do an estimate on yourself see you can meet all those requirements, mainly financial issues.
