改革开放30年以来，我国的旅游业得到了长足的发展，旅游业在世界范围内也树立了良好的行业形象。但是旅游业的发展并不代表从业人员的发展。导游是整个旅游服务的轴心，我国导游的整体素质并没有本质的提高，究其原因在于导游人员没有得到充分激励，其中禁止导游收取小费是一个重要原因，而且我国现阶段导游的薪酬体制极不合理。本文主要通过对导游不合理的薪酬体制出发，对导游收入进行分析。以提高导游的整体素质和整体服务水平为目的，对我国实行导游小费激励的必要性进行论述。并且通过对实行小费激励必要性多方面的分析，引出对导游实行小费激励给旅游业带来的好处。笔者认为实行小费激励是提高导游整体素质的重要手段，只要对导游实行了激励，我国旅游业才会向良性方向发展，所以要提高导游的服务水平应该对导游实行小费激励。
当前，小费以成为一种不成文的国际惯例贯穿于服务业，但是中国明显滞后于这个惯例。
