这是指美国的选举制度。美国执政党有两个，民主党和共和党。如果其中的一个党在一个州获得了选举团所投的票的多数选票，尽管总统候选人得到了比这个州选举团选票多一点的选票。那么这个党就获得这个州所有的选票数而不是只获得那个多数选票得票数，我记得这个选票数是根据每个州的人口来分配的，人口多的州可以有五十多张，人口最少的好像只有三张。
