随着全球金融一体化和自由化的发展，金融业经营体制发生变革，国际金融监管体制也进行了一系列变革，监管体制向功能监管、统一监管的方向发展。本文统过对美、英、日、德等发达国家金融监管模式的比较研究发现，统一监管已成为当今世界金融监管的主流模式。金融监管模式的选择将是任何国家必须面对的问题，本文通过对我国现行金融监管体制的研究发现，我国的金融监管体制存在着诸多问题，而且近年来，我国出现了控股公司，尤其在加入WTO后，国外的金融集团大批进入我国，这些均对我国金融业实行的严格的分业监管体制提出了挑战。通过对我国金融监管体制存在的问题及国内金融空股公司和国外金融集团的研究，认为我国的金融监管体制虽然要顺应国际潮流，跟随国际的大趋势，建立集中统一的金融监管体制，明确监管目标，改进监管方式，但就目前我国的基本国情而言，最现实的选择是继续实行分业经营、分业监管，但在监管过程中，根据我国的现实情况，对于监管方式做出适当的调整，改革和完善监管法律制度，使我国的监管方式与现实情况相配合，协调金融业的发展，顺利渡过我国金融监管体制由分业到混业的过渡阶段。通过对发达国家的对比研究，认为我国未来金融监管模式也必将是实行统一监管，功能性监管，设立一个金融监管局，全面负责金融监管工作，对下属的银监会、证监会、保监会实行统一管理，而这几个下设机构在金融监管局的统一领导下，负责各自的金融监管工作，形成一个完善的金融监管机制。
