为什么前一句是in February后一句是On January
具体时间用on，例如： It's so cold on January 6, 2008 . 2008年1月6日很冷。
非具体时间用in，例如：It's so cold in January,2008 . 2008年1月份很冷。
你的前一句里只有February（月份），所以用in，
后一句里有January 21（月份和日期），所以用on。
也就是有某一天和没有某一天的区别。

只有月份的话是 in
但是如果是具体某月的某天 是 on
