The Microcomputer has appeared since the 1970s，and getting the fast development. From earlier 8-bit to current 32-bit，and its hardware resource and software resource have enriched constantly and perfect. It has extensive application in the fields of industrial control，instrument and apparatus， information communication etc. Under microcomputer of AT89C51 as the core ，this paper discusses with electromotor of revolving speed measure of the hardware constitution and the software design ，and detailed introduction utilizes photoelectric encoder technology realization and application in the measurement of rotational speed of the electromotor.The system combine with the method of T and the method of M，and it is validated through the experiment finally.
