最后，进一步改革和完善外汇管理体制及汇率制度，稳步推进资本项目的自由化，在坚持以市场供求为基础的、单一的、有管理的浮动汇率制的同时，逐步完善汇率形成机制和实行更加灵活的汇率政策，为人民币最终实现完全的可兑换创造条件。随着中国加入世界贸易组织和对外开放水平的提高，外国的银行、保险等金融机构和投资基金也会逐渐进入中国市场，而国内金融体制的进一步改革和资本市场的不断发展也为扩大利用资本投资创造了必要条件。逐步开放资本项目下的资本流动并最终实现人民币的自由兑换，既是发展开放型经济的大势所趋，也是中国经济融入世界经济主流的必然要求。当然，资本项目的开放也意味着中国的金融市场最终将成为全球金融市场的一部分，国际金融市场和资本流动的风吹草动会更加迅速地波及国内，从而要求进一步加强对资本流动的监测和监管，实行更加灵活的汇率政策，防范和化解金融风险。
