We should try our best to overcome those functions, raised by the backward culture, which cause the the latch-up and containing to the philanthropy of our country. The major problem is that most of us regard the charity is an event for those wealthy people keeping the ideology of "charity is obliging to the receivers" and so on. Furthermore, somebody relate their living, personal future, protections of the anscestors and returns of their later generations to the philanthropy, or they consider helping the weak as a method getting rid of the disasters and behaviour of feeling compassion for the state of the world and its people. These kinds of thinking are not appopriate to the social responsibilities of the citizens, value and right of the human equlity, the aim of modern charity---commonweal and the healthy development of the modern philathropy.
