out there 不理解
既然有if there 后面 却又有 out there，不是重复吗

out 只是一个习惯性的加强语气的用法罢了。
比如，，the people out there=the people out there。

主干是 一个疑问句， If there is anyone out there ，然后who still doubts that America is a place where all things are possible 是修饰anyone的定语从句，其中where all things are possible 又是修饰 a place的定语从句。

out there作后置定语，修饰前面的anyone，译为“那里的人”，但是意译的话可以略过。
后面是who引导的定语从句。

out there可视为there的强调，类似强调句的意思
