非法打工

我在美国，我们这里有个韩国人同学很讨厌，总是欺负中国学生！现在中国人都很讨厌他！他目前还在日本料理店打工，我想借这个机会去投诉他，说他非法打工然后遣送回国！（因为学生身份不可以在校外打工）
请大家告诉我我要到哪个部门去投诉？
具体步揍是什么 ？
