or rather 后面跟动词原形吗？本来是跟to read 并列，难道省略了to？

这里的or rather 词性于and，or一样。只不过在这里表示的是或者。
to是省略掉了。or rather 是连词，所以根本不存在什么跟什么词的规定。

例如：They knew, or rather thought that their father was on the same train. 他们知道, 或者说他们认为他们的爸爸在同一列火车上.
