要区分这二个句型：It's time that sb. did sth.是某人该做某事的时候了。
It is the first( second, third...) time that sb. has done sth.这是某人第一（二，三）次做某事。 表示该做某事而未做的时候，that从句用过去时，表示某人第一（二、三）次做某事的时候，that从句用现在完成时。

遇到这种，就用完成时态

囧，我咋觉得It is the fist time that +完成时 是比it is time +过去式更前面教的更基础的东东。。。

Ii is the first time that + 从句 从句是现在完成时

首先这不是虚拟语气里的 it is high time that did 该到...的时候了

这里是 定语从句 这是第一次我放风筝。
到目前为止 这是第一次放风筝 所以是完成时态呀

这句话 要选过去式的话 意思是 该到放风筝的时候了 所以根本不符合题意。
