Absolutely not. At that time, USA was still a developing country on the threshold of industrialization, compared with its develped European counterparts.

I don't think it has anything to do with US policies. After WWII, Europe found it almost impossible to maintain its colony in most parts of Asia and Afica, due to the collapse of economy and reconstruction after WWII. Plus, the surging trend to seek indepedence in the colonial countries or regions greatly dimished Europe's efforts for permanent colony.
