other代表其他的HOTEL,复数形式表明不只一个HOTEL,ALL OTHERS表示比其他所有的HOTEL 都便宜

如果不用OTHERS而用OTHER来说这个句子的话应该是:
This hotel is cheaper than all other ones in town.

other是形容词，others是名词
