对啊，不是强调句。
it 只是形式主语啊。
这样做是为了避免“头重脚轻”。
正常的顺序是：that we should save money is important.
主语很长，就显得不协调了。
这个句子还不是很明显。

这句不是强调句，而是主语从句虚拟语气。
这一类型主要包括It is (was) important (necessary, desirable, imperative, advisable)that. . .句型。如：

It is impossible that he should go home. 他不可能会回家去。

It is necessary that I should return it right now. 我有必要马上把它还回去。

It is important that we should speah politely. 我们说话要有礼貌，这是很重要的。

It is not necessary that everyone be a scientist. 没有必要使每一个人都成为科学家。

It is imperative that we should practise critidsm and self-criticism. 应当进行批评与自我批评。

不是 你说的那个，不一定 比如说如果是it is of utmost importance that we save money, 那就是强调句，但是去了it is...that句子也不通的。主要是it is 和 that 之间应该是你要强调的那个重点，一般是名词，基本上不可能是形容词。所以如果要用形容词就要把形容词变成名词，再加个表示强度的词（如上），那就会变成强调句了。而这里强调的就是存钱的“重要性”.
