近年来,我国农民专业合作社在党中央的大力倡导支持下迅速发展起来，但总体发展水平还不高，产权安排中存在着各种问题。在《农民专业合作社法》颁布之后，如何规范与完善农民专业合作社的各项产权安排，使之与当前我国农业发展水平相适应，是中国农民专业合作社发展中亟需解决的重大问题。它是合理协调农民专业合作社社员间利益的关键，不仅关系到中国农民专业合作社的发展与壮大，更是实现中国广大农民增产增收、农业产业升级、保证农村稳定较快发展和保证国家粮食安全的有效途径。
本文从农民专业合作社产权安排相关概念的界定出发，在福利经济学、产权经济学、公共选择经济学以及投资学理论的理论基础上，通过借鉴西方发达国家合作社产权安排的经典原则和先进经验，总结建国以来我国农业合作化历史进程中合作组织产权安排的有益经验和不利因素，以农民合作社中社员的身份为切入点，阐述了我国农民专业合作社对非社员的正外部性、对新社员的正外部性问题、小股东凭借投票权侵占大股东权益、大股东凭借入股优势实施内部人控制以及股权不流通导致外聘经理人委托-代理问题。在遵守《农民专业合作社法》的前提下，按照合作社的经典原则，并根据我国现阶段的基本国情，针对农民专业合作社产权安排的各个问题，从国家财政、金融部门和农民专业合作社自身三个主体的角度提出构建既利于农民专业合作社长期可持续发展要求，又不违背合作制的基本原则的有效建议。
