The Police Negotiation Cadre (PNC) has been in existence since 1975 and is an integral part of the Hong Kong Police Force's Counter-Terrorist (CT) response organization. Since 1985, however, the PNC has also carried out an important role in criminal hostage incidents, domestic barricade situations and the dissuasion of would-be suicides.
The PNC is made up entirely of volunteer officers, recruited from all ranks within the Force, who in addition to their normal duties carry out negotiations as and when required. The PNC is divided into four Police Negotiation Teams (PNT) which are required to respond to criminal/domestic incidents in their respective Regions of operation.
