答案给的是B，结果答案解释中又写答案应该是C。但我觉得应该是D吧？到底是什么，谁帮解释一下，谢谢
D中应该是Deviation，偏差。只有Goal是绝对公平的，同法律没有出入，War才可以被称为公平阿~

首先D肯定是不对的，没有法律和原则，怎么会绝对公平？？？
通过一个政治理论家可以知道，一个政体如果以它自己的目的为绝对权威，而不服从于 法律或者准则，就已经在像正义宣战了。 That引出一个分句，后面还有一个without应该意思一样的；declare war on justice必然是没有服从法律和准则 。
B选项错在第二个，没有法律和原则的镇压，那是相当自由啊~怎么会有绝对独立主权？
