一是构筑城市群。这是解决目前大城市不大的一个重要战略。通过实施城市群战略，以小镇城区为基础构建都市区，从而形成具有省际或全国影响力的中心城市，再以此为基础构建能够一小时通勤的大城市群，就能获得更大的发展空间和经济整合效应，缓解较大城市空间不足的问题，促进城市集约化经营和城市功能及产业布局的进一步完善，城市化的规模效应得以最大程度地释放。
二是培育城市圈。这是相对于省域大城市群而言的，实际上它们就是一个地区的城镇群。培育城市圈，关键在于搞好城市与城市之间的协作与联动发展，从而使城市圈内各城市之间能够优势互补，资源共享，尽快做强。城市圈在谋求自身发展的过程中，应以大城市群为依托，立足城市圈，融入城市群，并与群域内其他城市圈或城市形成合力，赢得发展机遇，实现自己的城市化目标。
三是打造城市带。城市带是城市化的又一种形态，也是连接城市群、城市圈的纽带，以地区中心城市和主要交通干线为基础构建城镇、经济发展聚合带(轴)，就能带动整个区域城镇化发展。
(二)壮大城镇经济以提高实力。
大力推动工业及服务业发展，壮大城镇经济，为城镇化提供坚实有力的支撑。立足城镇功能定位，加快基础设施和信息化建设步伐，为城镇经济发展创造良好条件。发挥比较优势，引进战略投资者，创新产业集群机制，形成合理的产业布局和各具特色的城镇经济，提高湖南城镇化实力。
