经过了几十年的发展与改革，我国电信监管体制已经基本形成，但是仍然存在着不少需要解决的问题，比如：监管的法律性、独立性、透明性；选择适合我国的监管体制模式；政府职能从全能型向有限型、从监管型向服务型、从权力型向责任型、从人治型向法治型的转变等等问题。而这些问题的解决，则需要我们不断地探索和实践。
在国家深化行政管理体制改革，大力推进信息化和工业化融合，组建工业和信息化部的大背景下，电信业的发展和监管环境发生了很大的变化，电信业需要顺应融合环境，加快行业的转型，促进监管的创新。
