谓语动词的单复数怎么能以同位语来判断呢？
the Federalist papers，主语是集合名词，谓语动词当然应该用复数。而所谓的a strong defence只不过是对the Federalist papers做一个整体的解释。
同位语的单复数不能直接影响句子的谓语动词，这是原则问题。
主语是集合名词，当然用单数了。
再者，你不能光看见a strong XXX就判断肯定是单数，后面是a strong defense and an important body of XX，做为主语的同位语，起到修饰的作用
