if just a rep office, you can just call EDB, www.edb.gov.sg to ask them for help. or log on to www.business.gov.sg to register urself. THINGS TO NOTE: A rep office here in singapore CAN NOT be involved into any business activities. Whiich means you CAN NOT Sell/Purchase any thing in singapore. ALL business activities must be dealt between you mother company back in China and the local customers.

If you wanna register a fully functional company you will need at least a PR or a sg citizen.
