关于“Federal Tax I. D.”的问题。

最近有哥伦比亚客户向我要公司的“Federal Tax I. D.”，而我公司是个离岸公司，我该怎么回复他呢？就告诉他公司的商业登记证号吗？
这个“Federal Tax I. D.”起什么作用的呢？必须有它客户才能进口吗？但是去年我有和哥伦比亚的另一客户作单，当时并没提到这个“Federal Tax I. D.”，货物也顺利发出了。这是怎么回事呢？
