错。
need不是助动词所以后面无论如何要用to+动词
have作非助动词时也是一样的道理

改：
Needn't to care other people,on wishing the oneself.
如果作祈使否定句应该用Don't开头表强烈语气：
Don't care about others on wishing the oneself.
