独立成分都要用逗号分开吗，什么情况下不用

不，逗号在英文中当顿号用，或者接在and后面。
例：I like dancing, singing, and reading.
I saw my aunt yesterday, and I was shocked by her appearance.

如果两个句子没有必然联系，或者没有and就用逗号，在英文中叫作run-on sentence，是不对的。
例：I'm sixteen，I'm still a student.这句话不能这么说，只能是：
I'm sixteen, and I'm still a student. 或
I'm sixteen; I'm still a student. 或
I'm sixteen, which means I'm still a student.
