I don't think so, Chinese is Chinese and English is English, they are two very different languages. There is no such thing as Chinese English. Every language had all been passed down by our ancestors, and we really shouldn't destroy them by making up new things.

well,if you need more why, I would say Chinese English, it's neither Chinese or standard English. Although some of the Chinese experessions are used in English now, it's only like other language expression using in English or in Chinese, which can not be a variety of english.
