In English you never say responsibility to do something, but use "responsibility for something". Also, it's more common to say no responsibility to mean not responsible. So the sentence should be revised as follows:

The government bears no responsibility for supervising the process of food production.

语法没问题呀 不过要是把did not改成 cannot貌似更好些

错了，应该是 the government did not bear(bore no) the responsibility for supervising the process of food production .
