这里的sit是相当于跟could搭配的相当于放在could后面所以不加to

相当于
I could do nothing but (I could) just sit there and hope.

不能加to因为but前后是并列关系，也就是说could（情态动词）后只能接动词原形

There 代替了To，sit to 指坐到那里的意思，There 本身具备方向词的特性，自然用不上TO，如果是其它地点名词则不一样！

相当于
I could do nothing but (I could) just sit there and hope.
