population的谓语单复数问题

有些书说population 作主语时， 谓语看其表语 ，有的又说若被百分数修饰时，谓语用复数。究竟哪种说法是对的？？ 第二空为什么也用复数？

population 单独使用一般为单数，意思是：人口数，只是个数字。
over 70 percent of the population ：总人口超过70%明显是复数，
the majority 大多数（人）明显也是复数。
具体看单复数，根据意思来定。

很简单，看句子中的population强调的是人口数值，还是人口的组成成员，如果是前者，动词用单数；是后者，动词用复数。

over 70 percent of the population “人口中70%以上的人”，主语是“人”，而且是很多人，讲”人们怎么样”，而不是讲“人口”这个概念怎么样，the majority ：都占人口的70%了，肯定是大多数“人”。如果讲人口这个概念，如人口数目是多少等等时，才用单数，如：What is the population of this city?
