其实是现在分词做定语，相当一个定语从句
Two people waiting....相当于
Two people who are waiting....
这里不是不是动名词作定语
所谓动名词，就相当于名词，可作主语，宾语等

这句话还原就是two people (who were) waiting in the room were talking aloud.可以看出waiting其实是修饰主语的，是动名词做限定修饰成分。
动名词除了做修饰成为之外，还可以做主语，比如waiting in the room is bored. Climbing mountain is a very precious experience.等等。

Waiting在这句话中不是作定语，是谓语，它是动词的进行分词！表示“正在等”。
