on the history 没错，a book on/about ……
at that monent 是 在那时 ，用过去式， 不能用完成时
at the moment 是目前，用完成时

in the history是“在历史上”的意思，
这个地方用“on”是正确的，books on the history of England: 与英格兰历史有关的书。这个on理解为“...方面，与...有关”相当于about。
例如：
a book on/about theradio(一本关于无线电的书)。
We are going to listen to a lecture on Africa history this afternoon.今天下午我们将听（一个关于）非洲历史的演讲。
