我国是世界上自然灾害最为严重的少数几个国家之一。而且我国的自然灾害不仅历史长、危害范围广、爆发率高，而且具有季节性、阶段性、持续性、周期性、交替性和群发性等特征。因此我国需要比较系统的自然灾害救助体系，而且由于自然灾害救助的公共性、公益性特点，使得国家财政支出在自然灾害救助中具有基础性地位。所以构建科学的财政支出机制与模式是我国经济与社会协调发展的重大课题。
因此，笔者首先从理论上讨论了自然灾害救助和财政支出之间的关系，并且解释了财政支出机制为什么在自然灾害救助中处于关键性地位的原因，然后从财政支出视角出发，以近年来国内自然灾害救助财政支出现状的各种数据的分析结果为基础，归纳出我国自然灾害救助财政支出中所暴露出来的种种问题和弊端，并且比较了美国、日本和土耳其的自然灾害救助财政支出现状，总结出西方主要国家在这方面的成功经验和启示，目的在于立足实际提出财政支持自然灾害救助的有益对策，及救灾体系中政府责任在财政支出方面应如何实现。
