1、从整句话看都是在叙述昨晚的火灾，伤了至少五个人。并没有说对现在造成什么影响或者持续的意思，不需要用完成时。injuring at least 5 people ,做独立主格结构表伴随状态
2、take office 是就职的意思，是个固定短语。
3、第一句说的saw，即过去时。第二句说在那之前很久没见到了，是过去的过去，所以用过去完成时。
