1. Introduction
Digital Video Broadcasting-Handheld (DVB-H) is
the standard and (at the moment) the most promising
format for mobile TV. DVB-H is a technology built to
bypass mobile networks and to broadcast directly to
advanced handsets – there is no practical constraint
for this not to be millions of handsets. Thus the vision
is that producers of TV programs will be able to ef-
