如果用considered可以吗？

仔细体会句子的意思你就会发现后面那句话是前面那句话的原因：他没有成为董事长，考虑到他和成员的关系不太好。整个句子完全可以把后面的提前，做一个原因状语：
Considering not very popular with all its members, he wasn't made president of the board of members.
这样来看逻辑主语为he,他没有成为董事长这已经是事实，不可能用表目的的不定式to be considered,也不是表示时间先后的having considered，he和consider是主动的关系，不是表被动的being considered，所以用considering.
不对，considered它只能做一个表语，不能做原因状语。
