it's hard for me to explain the differences between the two phrases,i'll use chinese.

TOO TO是初中学的，意思是“太怎么样，以至不能做什么”
he is too busy to have a rest.
他太忙碌以至不能休息一下。

ONLY TO 是结果状语的引导词，表示意料之外的结果。
i got to airport ,only to find the super star left the airport.
我到达了机场，却只发现那位明星已经离开了机场。

too..to...太...以至于不能...
only to 通常加结果状语 表示不好的结果

二者好像没有什么联系~~

英语水平不错嘛！TOO TO就是‘太。。。。以至于。。。’only to表‘仅仅是为了’
