UC知道快递藏现金被海关扣押是非真假

一网友从美国给我邮寄快递里面夹带现金5000美元， 今日收到菲律宾海关电邮通知交260美元放行，钱到之后又收到电邮通知再交540美元罚金，非常怀疑这是骗局，甚至怀疑是网友制造的陷阱，因为发现网上确实有非常雷同的个案，因为本人缺乏海关法律常识，无从判断真伪，请各位解答。
付海关电邮：
Madam,
As we received the $260.00 you sent an instruction(s) this from our Head Office in London stated that the parcel will be seized as a result of unethical act which the sender carried out by hiding such high volume of currency without informing the management as they received this developments from Department of Customs (DoC) which is a serious act condemnable by any express delivery company.
However, after meeting early this morning we are advise from the Head Office that for the parcel to get to you since you have paid the clearance fee(s) of 260$ as a consideration, the penalty and litigation cost of $470.00 must be paid or else Department of Customs will seize the items for deformation of regulations and ethics.
We wait for your confirmation of the litigation cost immediately you receiv

你的网友为什么给你寄钱先不说，行政处罚需要调查、告知等程序，不会直接通过电邮通知你罚金的，而且送达程序中不包含电邮，所以基本可以判断这是骗局
