结论：

所以正确答案是C。即几乎所有车辆如果在camera前面超速，也在police前面超速，那么police“只记录了一半不到的在他面前超速的情况”

结论是镜头前超速的100，警察记录的只有49.也就是说，镜头前超速的更多。
C：大部分在镜头前超速的车，在警察面前依然在超速。
那么警察应该记录下大部分在镜头前超速的车，应该大于50，而事实只有49.
所以，你说C是答案，但是我觉得C也是不对的。
